QHSE Manager

Location: Milan, Italy – South East

Role Overview

We are looking for an experienced QHSE Lead / Manager to drive quality, health, safety and environmental performance across a major data centre construction project in Milan.

The successful candidate will oversee the implementation of QHSE policies, ensure compliance with applicable legislation and project requirements, and work closely with construction management, subcontractors and operational teams to maintain a safe and quality-focused working environment.

Candidates with experience in data centres, MEP construction, modular assembly, industrial facilities or complex infrastructure projects are particularly encouraged to apply.

Key Responsibilities

• Lead the implementation and monitoring of project-specific QHSE plans, procedures and management systems.

• Ensure construction activities comply with applicable Italian legislation, client requirements and relevant international standards.

• Conduct site inspections, audits, risk assessments and compliance reviews.

• Review and monitor risk assessments, method statements, safe systems of work and permit-to-work procedures.

• Identify unsafe practices, quality issues and environmental risks, implementing corrective and preventive actions.

• Investigate incidents, near misses and non-conformances, ensuring appropriate reporting and follow-up.

• Coordinate QHSE activities across subcontractors, site teams, satellite facilities and modular assembly operations.

• Support the development of a proactive safety culture through toolbox talks, training and workforce engagement.

• Monitor quality assurance and quality control activities, including inspection records, documentation and non-conformance management.

• Prepare QHSE reports, maintain project documentation and communicate performance indicators to project leadership.

• Support environmental management, waste control and continuous improvement initiatives.

Candidate Requirements

• Proven experience in a QHSE, HSE, HSQE or Quality & Safety leadership role within construction, engineering or industrial environments.

• Experience supporting large-scale construction, data centre, MEP, modular or mission-critical infrastructure projects is highly desirable.

• Strong knowledge of construction safety management, risk assessment, incident investigation and quality assurance processes.

• Understanding of relevant ISO management systems, such as ISO 9001, ISO 14001 and ISO 45001, as applicable to the project.

• Experience auditing subcontractors and ensuring compliance across complex construction environments.

• Strong communication skills and the ability to influence safe working practices across multidisciplinary teams.

• Relevant health and safety or quality qualifications appropriate to the role and local requirements.

• Professional working proficiency in English; Italian language skills and knowledge of Italian construction HSE requirements would be advantageous.
